After the partition of India there was heavy influx of refugees in West Bengal and particularly in the district of South 24 Parganas and specially in Sundarban area. Most of these people were poor and indigent and had no means for their livelihood and also for their health care. For giving some medical care and particularly for the eye care programme, an eye clinic was set up at Garia on the southern fringe of Kolkata City, under the Alipore Sadar Sub Division in the year 1976 under the initiatives of Late Dr. Radha Binode Biswas a retired Eye Surgeon under Govt of West Bengal Health Service and his wife Late Namita Biswas a dedicated lady for caring poor Eye patients whole heartedly also helped and aided by Late Dr. Olav Hodne, the then Director of Lutheran World Service (India). In 1986 with the donation from Norad and Rotary International, Norway a four storied building was set up and a 25 bedded Eye Hospital started functioning from the 16th February 1986, with qualified Eye Surgeon and other paramedical staff. New Managing Committee with Educationist, Administrator, Industrialist, Medical Officers, Journalist and others was formed. This committee has taken initiative and interest in the alround development of the Hospital. We have taken up works in the extension areas for the eradication of blindness. For all these works we have received aids from the Strmme Memorial Foundation, Norway. Besides the eye operation camps, various other services such as survey camps, screening programme, Pathological tests, Medical care to the poor and indigent, distribution of Spec etc, have been taken up. Late Dr. Olav Hodne the then Director of Lutheran World Service of this Hospital has taken initiative of this programme and through the generosity and kind help of the Strmme Memorial Fund.
